3.1 Tornado Shot Help

In the past I've used Neversink's TS raider build to somewhat good success.

Having read and heard on twitch that TS builds as they are built pre 3.0 or 3.0 won't work in 3.1

Can anyone explain why not?

On another note can anyone recommend a bow build (raider or whatever works) that doesn't break the bank, maybe 30c in equipment in early-late game that's good at crowd control but is also good 1v1 Boss. I know usually you're stron on one so weak on another, but maybe something out there with a decent balance.
