Blood Offering works with other Offerings

You can have Blood Offering and another Offering active at the same time In order to do so you just need to cast Blood Offering first and other Offering spell right after that. Given how Offering skill gems work, I consider this behavior to be a bug. Beware of the man who works hard to learn something, learns it, and finds himself no wiser than before.
