Do you have to kill the guardians all from the same tier of map, and then run the Elder map of that tier?

Pretty sure they mean "occupied" in the military sense rather than the lavatory sense.

There seems to be a bug with Gorge as well. I shaped Gorge to tier 9 and the elder occupied it. Killed all his guardians in the other maps but he simply wont spawn to kill the goat boss and start the elder encounter. Ran a lot of Gorges and he simply wont spawn to start the encounter. Been like this for more than a week with a game breaking bug.

I have tried using my friends cemetery map, unshaped, doesn't work. Tried using my own shaped maps, also doesn't work. Its quite possibly user error, as I'm not sure what to expect, but I've cleared this zone and killed this boss over and over with no progression and no sightings of the elder.
