Atlas says "Occupied By The Elder"

I have been filling out my atlas and working the new Zana quest. I let Elder take a lot of maps and one I hover over my Torture Chamber map icon on atlas it says in blue that it is Occupied by the elder.

I have killed the boss and Elder never appeared. Is he hidden in the map or something?

To be clear, there are many maps on my atlas that are under Elder's control, but this is something different.

Some of my others say occupied by Enslayer, Eradicator, Purifer...

Isn’t it”chance to spawn” at boss when marked with circle like that?

I play on XB, so dont have access to WFtA yet, but I thought when I watched some video from GGG re: how the atlas works I thought they said chance (?). Maybe I misunderstood too ... will dig around again to confirm unless someone beats me to it

Ran it again with a new map and still no Elder spawn. There were some null portals with the boss but that was it.

Not sure on that chance to spawn language. Don't remember seeing it other than possibly as a reference to now elder can spawn.

I should also add that I have done several maps that are occupied by other named elder mobs and they spawn 100% of the time. When you encounter the boss, Elder shows up and zaps him and opens a portal. You go through the portal and the named is your new boss to kill. Sadly, the loot has been trash...

Found the video I was watching. The commentator clearly says “can spawn” instead of “will” spawn. Unsure whether this was intentional but I interpreted it to mean chance

I have all the guardians completed. You are saying I need to re-complete them with the new versions of the guardian maps?

What is the "Elder map"?

Any advice on this?

Elder Guardians.
Those "Eradicator", "Enslaver" and such. Did you kill all of them?
Not Shaper Guardians.

I've killed all 4 elder guardians and I've cleared the map Elder is on several times and he won't spawn :<
