Can you shock with Herald of Thunder if you link it to Innervate ?

Herald of Thunder itself cannot shock, but can it gain a 20% chance to shock if it's linked to innervate ?

Thank you

Nope.
"Can not" type modifiers are always absolute, they can not be overridden, even by things saying "will always".

Worth noting that this is the main difference between "can not X" and "0% chance to X".

Alright, thank you very much for explaining how it works. That makes sense, but you never know with the wordings in this game and they they interact right ? ^^

Is there a thread where I can see all the specific wordings and what they do mean ?

I find that type of info invaluable, thanks again

nah.. I bet most of the knowledgeable players would tell you that the wording is very precise and once you get familiar with the mechanics/rules, you will become very comfortable in judging what does what based on wording only..

It takes some time to learn stuff though as the game is complex. Make difference builds, try to theorycraft and read related topics on wiki, read (or ask about stuff you havent found/understood on wiki) this forum section..
