I think spikes or other forms of stuttering would have a different reason; this particular issue comes only in form of randomly switching between *monitor herz* FPS and *monitor herz / 2* FPS caps for VSync.

As expected, this has nothing to do with PC not being able to maintain a stable 120 FPS; this also has nothing to do with game's settings.

The culprit is this particular setting added in one of the latest builds of W10:




All other settings in 'Gaming' section of control panel do not affect this in any way - only the one circled on the screenshot. Turning it off results in the issue described in the OP post - as soon as you turn it off and re-launch the game, these weird drops to framerate from 120 to 60 start occuring. Turning it on again (and re-launching the game) fixes the issue.

Now, for the important part: why the hell does this happen?


So I changed my "game bar" settings to the same as in your screenshot, but I'm still experiencing constant lag spikes. Is this in fullscreen or borderless windowed?

It's windowed fullscreen.

Again, my initial issue was not about stuttering or lag spikes, so I wouldn't expect the fix to work for other issues. This is for a completely specific situation with vsync cap becoming bugged and jumping between the real cap and the galved amount every several seconds.
Freakin shoutout to OP who found that windows 10 gaming bar, I've been going mad for two days now, wondering why out of nowhere my frames sucked. Been using frost blades w/ ancestral call and multistrike, AND touch of anguish and it worked super smooth two days ago. Then for some reason any engagement at all resulted in my usually 150 fps going down to 10 or 14.

Turned that shit off, and bam, smooth again. TY!
