Shaper of desolation not working properly?

So for the ascendancy skill tree elemental Istanbul for the witch there is a perk that gives %100 chance to inflict a certain ailment (ignight, freeze, or shock) for 4 seconds and then %100 chance to inflict all 3 for 2 seconds. But when I look at my skills (they are lightning based) it will proceed he ignight and shock chance but not the freeze chance buff. And I do have added cold damage to spells and I don't have any added fire damage so what's happening here?

couldnt see your character but is it possible you are wearing a 3 dragons helm which jumbles what type of damage does what ailment? only thing I can think of

It says it does. Or does it just inflict the "chilled" ailment instead of freeze?
