Party experience share messed up?

I play with a friend, my character is lv. 88 and his is 89. His hourly experience gain in maps is 50m while mine is 17m. Is this how it was meant to be?

Nope. I mean, not that much. We usually stay pretty close to each other because we know that exp isn't shared across whole map
