Help with Book Of Regret on Act 7

Hi guys, just need a little help with the Book of Regrets. I very new to the game so maybe this is kind of dumb but it's driving me crazy. I just can't use the book because it says I don't have enough reset skill points without assign but I have 23... I played the game months ago and killed all 3 bandits on act 2. Back to the game, reached Act 7 and had the option of choose 1 of 3 books from Eramir, took 1 but can't use it or trade it or change it, that's the situation. Should I just throw it away from my inventory and losing the improvements?? It's annoying me having it stucked on my inventory... Thanks.

Edit: Nevermind. I'm playing on Spanish and it seems that the traduction is wrong. It requires 2 Unassigned Passive Skill Points not Respec ones.

Refund a point or 2, if you are trying to change points atm i believe the default was that you killed no bandits and gained a passive point from the guy in town (after the 3.0 patch) so trying to change a reward to something else without having the 1 passive point to remove woudln't work.
