Sound effect FPS drop suggestion

Hey guys,

As I've understood it, the reason some people are having problems with sound effects tanking their FPS is the following. PoE is 32bit with 2GB max memory allocation. Sounds all being loaded up at the same time sometimes makes the game exceed that.

If you limited how many time a specific SFX could played per second you could avoid some of the problems.

Instead of playing the flicker strike sound for an instance 20-30+ times per second you could limit it to 10 times per second(max 0.1 times per second would be better), or whatever is reasonable.

This could be done with the sounds individually to get rid of the biggest culprits or globally with all sounds.

What do you think about this?
