LF Advice for 3.0 Ele Spectral Throw

I just got back into POE after 3.0 and followed the below linked guide for a spectral throw build. I feel I have hit a bit of a wall at 93 and would appreciate any advice regarding gear. I am aware that my toon can definitely be improved but am unsure where to focus effort. Thanks in advance!

At a first glance, I noticed something HORRIBLY wrong. Drop the life and mana flasks asap and get the flasks the build is using. You're hugely gimping yourself by using 4 life and a mana flask. Secondly, a 6l. It will provide a big damage increase. Getting better rares will help tremendously as well. If you're poor, you can work on the flasks. You need to replace them asap. Also, tempest binding doesn't help at all. If you can get rare with a higher spectral throw damage or a white one, you can craft that.
