"You always ignite while burning" and "+30% dmg while ignited" means exactly?

No, in both cases it refers to the player. (You deal 30% inc dmg, while you are ignited, you always ignite enemies, while you yourself are burning). There are uniques, that give you a chance to be ignited:

Interesting, thank you. And how would you manage to set yourself on fire? There are items who cause fire dmg instead of physical.. and other than that?

Conversion has nothing to do with it. The damage type you do is irrelevant for being ignited.
