Scorching Ray - Flat Fire Damage

Hello,

Im playing a Trickster with Scorching Ray as main skill.
Can anyone explain me how "Flat Fire Damage" works with this skill ?
When i use no Flat Fire Damage at all i have no DPS number on the skill. But when i use "Anger". Then i get a DPS number on the skill.

This is really confusing because this skill does only "Burning Damage".
This skill does not hit and ignite.
So why does the Flat Fire Damage not getting scaled in the "deals x fire damage per second" ?

tooltip issue. added damage indeed cannot be added to DoT as it does not hit.
