Temp frame drop/lock without latency spike

I am seeing a semi frequent sudden frame drop for about 1 second, that I cannot figure out what is triggering.
PC: 4770K @ 4.8ghz, 16gb Ram, EVO 850 (game install), 1080 FE @2.05ghz, G-Sync 1440p Monitor Game settings: All on highest settings DX11, Windowed Fullscreen (for autohotkey scripts for item ID) VSYNC (unticked) Dynamic Resolution (Unticked), all other settings ticked. OS: Win10 with latest updates Image showing it happening just standing in town https://imgur.com/u9d6trV This is the first league I have really sat down and started playing PoE, and this is not gamebreaking, but certainly is annoying, any advice to resolve it would be appreciated.
