Cartographers Seal problem

Hello!
Recently i wanted to use cartographer's seal to remove shaped racecourse from my atlas to shape different map, but its not working. I get messige ,,failed to apply item : this map is already upgraded'' and map is not removed from atlas, i tried yellow and red seals.
