Gain xx% of Physical Damage as Extra Fire Damage BUT 100% elemental damage?

If I want to convert 100% physical damage to elemental damage (50% lightning, 50% fire) and an item has Gain xx% of Physical Damage as Extra Fire Damage, will it give ZERO damage, or xx% from the base physical damage before convertion?
