Can't check tooltip of lab enchant - flashing icons in Character Window reset it

I'm not sure if you are aware of this yet, but there's some problem with many characters when you press C and all the icons in the row there keep "flashing". On some characters more rapidly than on others. The problem however is that whenever they do flash (looks like them going dark for a split second) they reset your position on the horizontal scrollbar underneath, rendering you unable to really read the tooltip of your lab enchant, which is always at the far right end.
