Chill on bosses / guardians / Shaper

If i was to interpret the below based on previous feedback from devs about their engine:

We've removed the minimum, so as long as you'd have a 1% effect with your Chill or Shock, the ailment will be displayed and will have an effect.


1) There used to be a minimum coded into the engine that has now been removed
2) If a chill/shock is applied with 0-0.99% effect, the engine will round down to 0%
3) 0% will be allowed but the engine will not show visual effects for anything thats 0%

This would be functionally different to the old code where there was most likely explicit code enforcing a minimum, now its just being allowed to follow regular engine rules.

I am guessing, of course, but it makes sense to me.

I don't see any difference :) - either there's a minimum of damage you have to deal to apply chill on a target or there's a minimum of damgage (1% slow, so 0.33% of target HP) you have to deal to apply chill. Seems same thing to me. Looks like nothing changed here.
I can ask it another way - How much cold damage in a hit do I have to deal to chill Shaper? Really interesting question...

Shaper has 20190261 life and 40% cold resistance, so calculate it yourself.
zagibu, may I know how you know the life of each monster?
Boss life can be seen in data of each area here: poedb.tw

You can also get some details of boss if you click on it (but life isn't shown there for some reason).

To chill the Shaper you have to deal about 100k pure cold damage (without elemental weakness or cold penetration). And that has to be in one hit (not per second). Ok Hypothermia gem lowers it by 20% so ~80k cold dmg hit. Even if you're inquisitor and penetrate all resistances - still you have to deal 65k cold dmg on hit.

But then there'are Arctic Armour and Vortex which both can create chilled ground that always chills by 10% slow (no matter how high target HP is) . That is good.
