Do mace passive damage bonuses affect lightning strike IF you wield a sceptre?

From what I have read it does affect other maces but it is unclear if it affects sceptres.
This is specifically related to mace skilles, not the 1 hander damage bonus skills. The fairest flowers bloom in the foulest places.
