Vaal cold snap + Winter's bounty

According to the wiki you should be able to generate power charges with vaal cold snap and winter's bounty. Doesn't seem to work at all though, anyone knows if this is a bug or am I just missing something? I can get it to work fine with regular cold snap.

Anyone? I thought all threshold jewels were supposed to work with both the regular and the vaal version of skills.
