Freezing Pulse Inquisitor Templar with ES beginner friendly?

Hey guys!

I recently started playing POE with the new patch and I started playing a freezing pulse build i found on youtube (https://www.youtube.com/watch?v=Zx6S3vCyYYQ)

All of my friends told me that ES builds are bad in 3.0... Now im thinking about respeccing on life or if i could just farm better gear.

Can you guys tell me if

A)Can I play ES builds in 3.0 and can I reach lategame with it?
or
B)Should I respecc passive talents on health (if yes can someone tell me how to respecc from passive tree listed on youtube)
or
C) reroll

A: Yes, I do. It was a struggle when i first switched to CI but am now at the top end of maps comfortably. Not that beginner friendly though.

@Emulated_Reality what exactly is CI? Btw i'm doing that build in the video too... pretty squishy but can play it until now.. im like at a8 lvl 56
