Vsync/FPS Cap does not work when tabbed to chrome/firefox

So I have had an odd problem for months now. In windowed borderless or full screen mode anytime I alt tab to chrome or firefox (dual monitor setup) my cpu starts getting crazy hot (*90+) and i can see my POE fps jump to over 200 from either 144 or 60 depending on what my refresh rate is set to.

I have tried gsync from my nvidia control panel and Vsync from the poe settings. Diferent combinations of 1440p 144hz, 1440p 100hz, 1440p 60hz and no matter what I get this overheating issue.

If I go windowed it is fine but I have the bar at the top of the window. Itr also laghs a bit when I enter the game from windowed (with border).

I have hardware acceleration turned off in Chrome. does anyone have a fix for this issue?

specs: i7-4790k, 32gb ram, 980ti, 1TB SSD, 500gb SSD.
