3.0 Lab Speedrun Ladder Restrictions

I asked this during BETA but not got a response from GGG.

What are the new restrictions for the 3.0 Lab Speedrun Ladders??

I assume that norm will stay the same, as will probably Merc and Uber.

But Cruel should change as far as how far into the new content we can go. ATM I have a lvl 60 Cruel Lab-runner following the Pre 3.0 restrictions, who used to have 74 SP. I am now running with 67 points.

I realize that points from quests got realigned for the new content, but we cannot reliably enter the new content until YOU (GGG) give us the restrictions.

Still no news what-so-ever from GGG about this topic.

So, are we to assume that the following restriction still applies (from the wiki);

"

To be eligible for the cruel leaderboards, players must be level 60 or lower and must not have started merciless yet.

? (This gave us 75sp max for a lvl 60 char pre-3.0.)

Meaning that as long as I remain at lvl 60, we can progress aaalllll the way to Act 10, stopping short of "End the Hunger"? Giving us 22sp in side quests, to be added to the 68 sp (assuming Erami in Act 2) for a total of 90 sp as a lvl 60 Cruel Lab Runner??? (Not to mention having all the base Pantheon powers.)
