How does Ruthless work for Cyclone?

What's the 3rd hit or skill for ruthless to apply when using cyclone? The 3rd whirling after using cyclone 2x and releasing it?

It's every 3rd use, not every 3rd attack. Every 3rd time you activate the skill all the hits should get the boost until that cyclone ends.

*edit*. Tried and tested, this is indeed how it works.

that sounds like snapshotting - I'm fairly sure it'll be exactly the opposite

That would make Cyclone kind of bonkers. Spin twice on nothing, then start spinning and never stop for a huge more multiplier. With the changes to pathing you literally never have to stop spinning now as opposed to before when every rock would stop you.

"Every third Attack with Supported Melee Attacks deals a Ruthless Blow" -Ruthless blow description, tyool 2017
Every third tick of Cyclone, not every third Cyclone activation.

What will be hilarious is Ruthless Multistrike, so your Ruthless Blow activates on the final hit of every Multistrike activation. Pop-pop-BOOM, pop-pop-BOOM, pop-pop-BOOM...hilarity, if not actually as viable as a regular damage support. Either that or the folks disciplined enough to set up an Earthquake cadence; slam twice, then let Ruthless Blow trigger on the aftershock for INCREDISPIKES. Provided the aftershock counts as its own separate attack, which I'm almost certain it does.
so NOT 3rd attack/activation but 3rd spin? is that right?

why is the answer to this so hard to find & GGG don't clarify?

Ruthless Support is a support gem that grants a ruthless blow every third use of the support gem.
This was obtained from the wiki so yeah...

Excuse, no.

Ruthless Support

The gem specifically states "Every Third Attack" 'Attack' and 'Skill Activation' have never been synonymous. An 'attack' is a single instance of damage calculation generated by a skill, i.e. every single projectile on Frost Blades is counted as a separate attack. 'Skill Activation' is the entire package of "What Happens When I Click This Button", and can encompass an extremely-higher-than-one number of individual attacks.

Ruthless Blow triggers on every third attack. So every third individual hit of Cyclone - not every third rotation, not every third mouse-click, every third individual little packet of damage dealt. This means Ruthless is an overall mediocre support for Cyclone - the very high number of very small hits means you get to deal much more with Ruthless' average DPS boost of ~37% More, making it crap compared to more typical melee supports since even that 37% of damage boost is spotty. Especially as Ruthless is clearly set up to help amplify hard-hitting skills in delivering monster Bleeds, and Cyclone is very, very bad at Bleed builds.

Ruthless Earthquake? Potentially freaking awesome. Ruthless Cyclone? Unimpressive.

The exception is if you're doing Cyclone with a 'No Physical Damage' weapon, like Oro's or Hyaon's Fury. In this case, Ruthless is a 'More Melee' modifier rather than a 'More Physical Melee' modifier and thus may be applicable where MPD is not. Phys conversion, you still want MPD pretty much 100% of the time over Ruthless, but straight elemental (or chaos)? Ruthless might work.

Even still. Prioritize WED/EDwA or Elemental Focus over Ruthless for straight elemental builds, for much the same reason.
