There should be no other legacy versions either...but then again, I don't really care since I don't really play it except for testing.

Lkely because the whole leeching mechanics ( regarding ES ) got changed, reworked.
Tweaking values on an item is a completely different thing, that might be much more easy to save for legacy versions. It's not because you won't be able to facetank everything easily that it's the end of your character, you need to adapt though ( either leech through life, and get your ES back without leeching, as an occultist - from what I just saw on your profile -, there are other ways ). It is not the first time that AA got a retroactive change since the mod happens to have no numeric value and is controlled behind the scene.

Mod change = no legacy version
Value change = legacy version Happened before, will happen again, deal with it. |

I feel your pain but this is extremely old news at this point, it was one of the first questions asked by most when they made the Vaal Pact/Ghost Reaver change. As others have said, it was a mechanics change so no legacy version unfortunately.
