Is there a way to reliably hit yourself with something blockable?

Either normal block or spell block?

First thing that comes to mind would be reflect. Basically you could make a build for running only reflect maps with sufficient reflect damage reduction or using a secondary damage type with low enough damage.

I'm not sure whether or not that can proc the effects you're probably after here though.
reflect can indeed be blocked but cant proc any block associated effects

I like necro tanks for bone offering (594 life on block), and being able to constantly block would be a huge thing.

Hiltless, maybe? Take 100 reflected damage every time you attack an enemy; that damage can be mitigated with stuff like Fortify or Endurance charges, so if a reflect block triggers stuff like Bone Offering, that'd be your best trigger source. Reflected damage is, however, as Ludvator said, usually exempt from most on-hit trigger sources because otherwise there's far too many ridicu-broke combos that'd make the game stupid. A little bit like Bone Offering, to be honest. Not as busted as Vaal Pact, though.

I dunno. Hiltless costs absolutely nothing on the market; try it, see if it works?
