In the ZiggyD YouTube video posted yesterday regarding Volatile; he was using Scorching Ray, but also had a ring of fire around his character that was doing meaningful damage to any mob that came within.

What was that skill?

That's Righteous Fire. It deals fire degen damage to you and surrounding monsters based on a % of your life and ES. You need high amounts of regen and high fire resist to sustain it or it will drain your life.
