Why shaper's touch wasn't changed in 1 life per 4 dexterity ?

In the legacy league the shaper's touch item was buffed. All mods except "+1 Life per 4 Dexterity" were changed. Why?

Because it's supposed to be situational and not the best life gloves flat out, I guess.
