Leech calculations are complicated. The cap is not to the amount you can leech, but rather to the rate you leech at. Basically, are you generating leech effects fast enough and making them last long enough to reach the cap?

For that, we at need to know your damage per hit, how fast you hit, and whether you've increased your leech per second or maximum leech rate. Might be easiest for you to just share your character (go here).
