Turn in div card on low level?

I have a stack of 'Flora's Gift' divination cards that I want to use for a new character.

If I turn in the cards on the new low level character will the staff base be restricted to a level that my low level character can use or is it completely random and can be any staff base?

for divination cards, max item base is limited by item level

most divination cards read your character level for item level up to a maximum of 80

Flora's Gift gives an exact item level which replaces the character level so it is "completely random and can be any staff base" up to level 55 or whatever is listed on the card, I forget the exact number
