Perseverance unique belt bug

Corrupting a Perseverance belt will result in changing the item's equip level, i'm unsure of the correlation between the item's equip level and the specific corruptions. My initial thought was that the belt level changes to the mod level of whatever the corruption is. This was disproved when I corrupted one of them to grant level 12 clarity (mod level 47) resulting in a belt with the equip level of 37.
I've compiled an imgur album for proof with an in-game recreation. I originally noticed this when a guild member of mine corrupted one with a "increased #% to area of area skills" implicit, dropping the required equip level to 1. imgur.com/a/cDzGJ Last bumped on Mar 23, 2017, 7:23:27 AM

The equip level dropping is definitely a bug, but in both the cases given it does look like the equip level of the corrupted modifier. The equip level of an affix is 80% of the item level required for it to spawn: 80% ⋅ 47 = 37.6 (gets rounded down I guess), while 80% ⋅ 1 = 0.8 but I guess the level requirement can’t be less than 1.
