Best way to apply shock?

Quick question: without investing much into crit, what is the best way to reliably apply shock? Would a simple arc reliably do the trick?

Jewels with chance to shock is one way.

Had a Witch with Shock Nova, Innervate and Conductivity on a Storm Orb with Curse on Hit. Reliable enough to keep Herald of Thunder up all the time.

Vs normal mobs or bosses?
THunderfist will double your shock threshold but will likely do nothing vs bosses. Vinktar and vaal light trap are the only reliable way to shock end game bosses. IGN: Arlianth

Vaal lightning trap versus bosses like people said. Shock nova or storm call are good for maps. I don't recommend storm call however because it gets molested by reflect. I had a char last league who was tricked out pretty hard with like 14k ES and I could still instagib myself on even a mildly tanky rare. Like actual instagib, full health to zero before I even notice the rare.
