The one and only attack sceptre

I found this one yesterday and don't know what to make of it:
It is a sceptre - but with attack rolls only. Could not find something like this on poe.trade. So is this trash or the most valuable item? :D Could be of interest to Ice Crash builds, could it? Would be a nice item if Doryani's Catalyst didn't exist.

you need something like
Loads of pdps, and crit. Even then, a catalyst is competetive For try, for see, and for know.
This is a buff |
