Cannot Trigger The Ambitious Bandit I

If you want to complete the chain, just seal and unseal it. Then it should work at one of those areas.
PS: Afaik it can only trigger in act 2 areas that can't normally spawn bandits, but are connected to ones that can, so den, fellshrine, crypt, chamber of sins, weaver's chamber and vaal ruins. I make dumb builds, therefore I am.

This happened to me today. I switched almost all the act 2 areas with no activation. Then I sealed the prophecy and create a new instance in northern forest (where I usually do this prophecy). It worked, btw I don't know why it didn't work at first (before sealing it and re-use). Hope at least this could work for you.
