How to get The Whispering Ice?

Okay so i tried looking in wiki and on google but i couldnt find anything on how to get Whispering ice so it would be great if u guys could help me out

Farming for specific unique items is usually pretty hard. Almost all of them have equal drop chance anywhere in the game as long as the zone level is high enough. Usually if you want an item, you just buy it from another player.

The only way to target-farm unique items is using divination cards, which depends on there being a suitable one for the item you want. In this case you might be in luck, as The Incantation is pretty easy to farm in the Western Forest. However, it's still quicker and easier to just buy from a player on poe.trade.

ya like above said, much easier just to buy it from poe.trade. luckily for you, whispering ice is dirty cheap, i have one in my stash i couldnt even sell. pm me, i can give u. remember you can also sell stuff you find.

i feel trading is almost a core part of this game, without it most build would take too long for most people to gear.

There's a prophecy that gives it as well if you are playing SSF and don't want to trade.
