Violent Retaliation not working against reflected damage.

So the wiki states that you can block reflected damage however the reflected damage does not proc "on block" effects.

Violent Retaliation, states "Increased physical damage per recently blocked hit", if you can block reflected damage shouldn't it count towards the violent retaliation counter?, given that it's not an on block effect rather simply a counter for each attack blocked.

If violent retaliation is intended not to work on reflected damage than shouldn't it be worded like so:

"Gain increased damage on block per hit you've blocked recently"
