Lag spikes if anyone is running youtube/netflix

When anyone in our home watches netflix or youtube POE begins to spike from stable 20-40ms to 100-200ms. This creates intermittent microstutter every 3-5 seconds in lockstep, and some missed/delayed inputs. Speedtest is giving 73 MB down, 11 up. Pingtest is showing 15ms with 11 jitter, so my connection should be more than capable of handling one person buffering a youtube video and 3 other people running POE.

Thus far I haven't been able to find any indication that it's local - traceroute also shows that the connection to the router is good. The 9th hop though at 50.97.17.32 looks like a potential culprit. That consistently showed packet loss over the course of 15-20 tracerts.

As a side note, Twitch streaming at 1080p doesn't have any noticeable impact on POE performance, only youtube and netflix seem to be an issue.

then don't have anyone streaming? really it's like having torrents on, it uses your bandwidth and potentially throttles you connection.
