Alternate Art Items Skin Transfer?

I noticed looking through the Steam screenshots for PoE that there is one shot that looked really cool to me below:

It is using an alternate art Alpha's Howl with I guess some sort of horn attachment. Is there any other way to obtain these items besides through race events? I would love this for a skin transfer on several characters and would definitely purchase it were it available as MTX.

Granted I wouldn't be able to use it in new leagues, but that's more to do with how skin transfers themselves work.
