Season is almost over, so which is/was the best HC build for this season?

The best meaninng the opne with the best survability and clear speed that can do all t16 maps and breach lords/ shaper etc

There is no best build. Different builds are best for survivability, for speedclearing, for different guardians, for breaches and breachlord domains, for Shaper etc.

One that has best survability and decent clear speed and can do most end game content?

was thinking freezing pulse CI inquisitor double totem, for almost perma freeze

Almost noone plays Freezing Pulse. Relying on freezes for survivability was last done effectively in like 2014. Small monsters just get oneshotted and dangerous bosses cannot be frozen, especially by totems.

been watchign and checking the HCB ladder was thinking of howa raider but i think howa will be too expensive next league
