Main Menu No Options

I downloaded the game on Steam and it seems like I hit a bug in the first seconds. When I open the game I'm greeted by a nice background of a ship i think and some rain, and that is all I can see. If I try to resize the window i can see for a split second the "Options" and "Log In" tabs. Is it fixable?

I have the same problem but I already have some character and I have played some time. Now I started playing again and this and the menu is bugged.

I've been having the same issue since the patch. I can actually login from just hitting "Enter," but I have no menus or bars once I'm in the game. Not a resolution issue.
