Spine of First Claimant - Bug 2416036448

I tried to use the skin transfer MTX to copy the skin of 'Spire of the First Claimant' (1h mace) onto my Clayshaper (1h mace) but it doesn't work

It literally is right there in your picture. Spine of the First Claimant IS a sceptre. Clayshaper is not.
