content file locked error for .b patch

Patched PoE this morning logged in again about 15:30 Brisbane time and the .b mini patch won't run for my steam installation.

"content file locked" error message for \PathOfExileSteam.exe

Followed general updating issues advice on steam, clearing cache etc, restarted steam a number of times. No resolution and no specific advice available.

What's the issue?
