WoE with skills that attack with both weapons at once

When using a wings of entropy with a skill that attacks with both weapons at once (dual strike, cleave) how is the physical damage calculated? Does the phys dmg of WoE cound as the dmg per hand or the total dmg?

Also when using such a skill in general, which hand do kills belong to (for weapon based on kill effects or outmatch and outlast)?

WoE counts as dual wielding identical 2h axes that have the stats listed on the weapon.

We got a comment from devs saying Cleave was supposed to count as main hand hit for O&O due to engine limitations, but I think it got changed to give both charges later, can't really remember.
