Is chayula breach only spawn in map area or have a level restriction？

According to their "buff" it has 30% increased spawn from what it used to be in Red Maps. But then again I've done about 7K Map Tiers worth of Red Maps since coming back from holiday after this supposed buff. Today I found 2 Chayula Breaches, and the second one I couldn't tell it was a Chayula one until about halfway in when I read a monster name. It still didn't drop any Splinters.
