Yeah I know that. I'm asking what would be the negative implications of being able to equip that item.

One effect of choosing to enable easy bootstrap is that development time has to be spent figuring out the best way to enable it, testing for bugs, etc. I would guess it's relatively minor.

The second effect is that the setup cost associated with bootstrap goes down. It is GGG's discretion whether that would be a negative or positive implication. So far, since they haven't added easy bootstrap, it seems they interpret it is a negative implication.

Why would the second effect be a positive implication? Game balance is the art of leveraging frustration against boredom, or in their positive counterparts, stimulation and comfort, or something like that. We can simplify it as "difficulty vs ease." The goal of game balance is to hit the "sweet spot" on the difficulty curve such that players are neither bored nor frustrated. There's a reason Life nodes are about 5% per minor node and not 1% and not 42%.

However, in my opinion, splitting it into "positive or negative implication" is to completely miss the point. You're wondering why GGG wouldn't put easy bootstrap in the game right now. The answer to that question is simply cost benefit analysis also known as CBA or can't be arsed.

The analogy here is, does GGG want to spend $3 to make $2? Or maybe spend $3 to make $4? They'd rather skip the question entirely and move on to other things they probably find more interesting.
