Lightning Bat pet without owner (not in town)

I have noticed it after clearing Breach and thought it's a drop from breach mobs, but didn't find any item that allows me to use that pet. After asking people in Global chat about that they told me to screenshot it and report it as a bug so here it is:
 Me and my party mate don't have this pet and there was no other people with us in instance. Last bumped on Jan 2, 2017, 2:06:37 PM

Rogue Exiles use MTX, one does use the Lightning Bat, I forget which though. Did you just kill an Exile?

You can see whoever-it-is dead on the ground there with the tentacle wings MTX on too, so yeah, random rogue exile.
