You can try three things,

1. Update DirectX

You are running and AMD mobile card, so go to the AMD website and install the newest drivers. Make sure, to filly deinstall your old drivers, the instructions can be found at the AMD website.

1. I have latest version of dx
2. Have done it, I can't download latest version of AMD driver package cause they have stopped to support my card . I have latest version for my driver (ver. 15.301.1901)
3. I have already tried it. Hmm, I tried to lower those numbers for 1 but it get back for number 3 everytime I start the game.

So there always reads this, even if I chance numbers for 1:

max_PS_shader_model=ps_3_0
max_VS_shader_model=vs_3_0

you can try two more things.

Disable Windows Aero, run the game in windowed fullscreen.

I remember getting this error a few patches ago, when I wanted to run the game in fullscreen. They have broken something with their Dx11 release, Windows reserves DX for it´s purpose and POE can not run without it. Usually, the developers have to code in an exception, so that POE can run without exclusive rights for running DX, but I suppose the GGG guys are unable to do this, as I bet they are aware of that fix, after all they make a living from writing game code ;)
