Is GGG trolling is with that ascendancy?!
P.S. Does overkill work with spells? Flameblast or Firestorm for example?

How so? Just because you have Culling, doesn't mean you Cull literally every enemy...
Yes, Spells can also Overkill.

I guess the overkill has to happen to an enemy with more than 10% life.

Correct again. You'll have to bring the enemy from above 10% to below zero in a single blow.
