Red Dream Crimson Jewel bug?

This looks like an issue to me or perhaps was intentional to reduce the maximum you can get from a jewel. Assuming that the resistance while holding a shield nodes worked, which do grant the character resistances as the jewels require so it would make sense that it would work, you could get an extra 28% from those nodes making that jewel slot more in line with the Marauder jewel slot which currently has much more resistances in range.

Should the shield resistance nodes not add a stat like "X% chance to gain a <CHARGE> on Kill while holding a Shield" when in range of the jewel? I can understand that you wouldn't want to give the chance to generate a charge when not getting the resistances (i.e. node is spec'd but the character is not using a shield).

I just tried the same thing, seems like it's a bug to me. Please fix this GGG.
I don't think this is a bug, and is probably intentional as such. That is a conditional increase (while holding a shield) that does not match the requirements of the jewel exactly (passives granting elemental res, not granting ele res while holding a shield).

I also tested the red dream around the central scion node and jewels that grant "+X to fire resistance" do not gain the effect either. They are passives AND they are worded exactly the same as the set nodes, therefore I don't understand why this wouldn't work with the The Red Dream.

You are mistaken: Jewels are not passives.

Correct. Only the socket itself is a "passive" not a jewel you put in it, and as such also does not count for these jewels.
