It does work or you can use MTR. So...

Realistically, diagnosing routing issues, with traeroute in isolation, isn't going to tell you anything useful. That a router failed to respond, within the default timeout, may or may not indicate packet loss.

If you wish to get a better view of the situation use mtr or PingPlotter At the very least use PathPing

I have 3 more pingplotters for you to look at.

In your pingplotter traces, you're using the destination of 198.105.254.23, which you refer to as pathofexile, I have no idea what that is but it seem to point at an organisation called searchguide.

In the mtr you correctly use us.login.pathofexile.com and the trace, for the most part looks like most I've seen for this address in the last few days. Apparent packet loss at multiple sequential hops, may or may not be a cause for concern, however, in this trace all packets sent have also been received.

On a side note, there's some latency spikes apparent in the early hops, these may be a result of the potential rate limiting seen in the trace or they may be indicative of some sort of connectivity issues. These could be hardware or software related.
How do I find out if it is hardware or software ?
No easy way, unfortunately.
I have never had a problem with this computer so far.
